UNFPA Philippines highly recognizes the importance of decision-making power in the hands of communities affected by crises. It actively seeks to localize and implement global and national commitments to Accountability to Affected People (AAP) and Inclusion, including The Grand Bargain (Participation Revolution workstream), Core Humanitarian Standard (2024), the Inter-Agency Standing Committee (IASC) collective commitments to Accountability to Affected People (AAP), Protection from Sexual Exploitation and Abuse (PSEA), and Inclusion, and the Philippine Humanitarian Country Team’s ERC Flagship Initiative and Localization agenda.
This AAP and Inclusion Framework serves as a compact operational guide to implement the 9th Country Programme that ensures at-risk communities at the center of humanitarian action. It is accompanied by a set of practical toolkits to help UNFPA managers, technical and programme teams, as well as partners and stakeholders (including communities of all diversities) where applicable, to systematically plan, design, implement, monitor and evaluate the programmes through safe and meaningful participation of at-risk communities.
