THE CONTROVERSIAL reproductive health (RH) bill mainly opposed by the Catholic Church is unlikely to be passed in the 14th Congress with the House of Representatives leadership citing lack of time to act on the measure. Speaker Prospero C. Nograles said that the reproductive health bill was not included in the list of priority measures for the remaining two-week session of Congress before the campaign period for the May elections, as the "agenda should have realistic targets." "There are still at least 15 congressmen on deck who want to debate on the RH bill. The time will be consumed and we won’t finish it," he said.
