The Position:

Under the supervision of Reproductive Health (RH) Policy Specialist, is primarily responsible for coordinating and monitoring the Sexual and Reproductive Health (SRH) interventions for the Reproductive Health Coordinating Team in the National and Region related to COVID-19.

In the Philippines, UNFPA is implementing its 8th Country Programme 2019-2023, in the same cycle as the UN-wide Partnership Framework for Sustainable Development (PFSD) with the Philippine Government.  UNFPA’s 8th CP is tightly aligned with the mid- and long-term development goals of the Philippines, as detailed in the Philippine Development Plan 2017-2022 towards the achievement of Ambisyon Natin 2040 and the global Agenda 2030 including the Sustainable Development Goals (SDGs).  The COVID-19 response is among UNFPA’s current priorities, in addition to addressing the triple nexus of humanitarian-development- peacebuilding in the Philippines, including through the prevention and response to gender-based violence.

Job Purpose:

The Field Coordinator will be the Focal Point for coordination, implementation, monitoring and reporting on HTF-COVID activities in Metro Manila. The Coordinator will support implementation of initiatives as well as monitor and report on progress; with strategies to include advocacy for SRH, GBV and MHPSS services, ensuring quality of care for services offered through facilitation for capacity building, provision of supplies, and monitoring of activities.

The Field Coordinator may be called upon to identify and facilitate operational partnerships, propose supplies needs, equipment and accessories periodically, and coordinate provision of such supplies to the partners. The Coordinator will work closely with the focal points in government, implementing partners, development partners, civil society as well as sister UN agencies (e.g. UNHCR, UNICEF, IOM, WFP and WHO) to ensure improved services to vulnerable groups to include internally-displaced people (IDP).

The technical and coordination work expected from the Field Coordinator shall primarily be in line with the Responsible Parenthood and Reproductive Health (RPRH) Law, Philippine Mental Health Law, Magna Carta for Women, the Department of Health’s (DOH) and the DOH Guidelines on the implementation of the MISP for SRH in Emergencies.

You would be responsible for:

  • Coordinate efforts in strategically positioning UNFPA’s advocacy on critical SRHR issues in the field;
  • Support the operation and functionality of the RHCT at the National and Regional Level,
  • Coordinate with various stakeholders in developing evidence-based, innovative and replicable programmatic solutions to pressing SRHR, GBV and MHPSS issues;
  • Coordinate the building of partnerships with regional and local government units, non-government organizations, civil society, communities, inter-faith groups, co-UN agencies, development partners and the private sector in promoting full implementation of the RPRH Law in the field.
  • Contribute in identifying and coordinating potential resource mobilization initiatives and opportunities to further widen and diversify UNFPA’s investments on SRHR in the field.
  • Perform other duties as may be assigned by the Country Representative.
