The Position:

The primary objective of the consultancy is to contribute to the long-term reduction of GBV in the Philippines by strengthening efforts to meaningfully engage men and boys as partners in advancing gender equality. Anchored in the NAP-EVAW 2025–2030 and aligned with UNFPA 9th Country Programme Document 204-2028, this strategy aims to support the development of a coherent and sustainable national and local approach that challenges harmful masculinities, promotes positive gender & social norms, and enables both institutions and communities to foster more equitable relationships and safer environments.

Under the overall leadership of PCW and  guidance of UNFPA, the consultant will be responsible for the following tasks:

  • Conduct a thorough situational analysis and desk review of relevant policies, programs, modules, and best practices, complemented by consultations and interviews with diverse national and local stakeholders.
  • Create a comprehensive and scalable national strategy for engaging men and boys in transforming harmful gender norms and preventing GBV, outlining roles, engagement approaches, key strategies, principles, stakeholder roles, implementation pathways, and sustainability mechanisms, ensuring alignment with international and national guidelines.
  • Develop two distinct capacity-building training modules: one for national stakeholders (as trainers and mentors) and another localized module for community-based organizations to facilitate grassroots-level advocacy and norm change.
  • Ensure both the strategy and training tools integrate gender-transformative and intersectional approaches, and design a results framework with key indicators and data collection methods to measure progress and impact.
  • Present and validate the draft strategy and modules with stakeholders, conduct training sessions for national stakeholders and CBOs, gather post-training feedback, and prepare all final deliverables, including the strategy, training modules, sustainability plan, M&E framework, and a final consultancy report.
