The Position:

UNFPA Philippines is seeking a highly motivated and experienced Humanitarian Coordination Consultant to manage and coordinate the preparation and response to potential natural disasters in the country. The consultant will play a pivotal role in ensuring effective humanitarian response operations during the disaster-prone season.

In addition, the Humanitarian Coordination (HC) Consultant shall assist the UNFPA Philippines Country Office in its process of continuous self-reflection and critical thinking towards the achievement of its 8th Country Programme 2018 to 2022 objectives and in the development of the 9th Country Programme 2023 to 2027 Document. The HC Consultant shall work closely with the different CO units in analysing key UNFPA humanitarian initiatives and in recommending actions and solutions. 

Scope of work: (Description of services, activities, or outputs)

Duties and Responsibilities

  1. Review, analyse and generate recommendations on how to strengthen UNFPA Philippines’ Humanitarian Coordination initiatives, in alignment with the UNFPA Global Strategic Plan (SP) 2022-2025, HCT initiatives and ensuring the skilful transition of the Country Office from the 8th to the 9th Country Programme through but not only:
    1. Sexual and Reproductive Health (SRH) and Gender-Based Violence (GBV) sub-clusters
    2. Country Office internal coordination – SRH, Gender, Youth, Population and Development, BARMM, M&E, Communications, Partnerships and Operations
    3. Inter-agencies coordination mechanism
  2. Review, analyse and generate recommendations on how to strengthen UNFPA Philippines  strategic planning with regard to humanitarian-Development-Peace building Nexus:
    1. Calibrating the UNFPA Philippines’ humanitarian strategic goals as it relates to reach, positioning and required resources.
    2. Revisiting the humanitarian core business of UNFPA Philippines:
      1. Ensuring access to life-saving SRH and GBV information and services
      2. Addressing the unique needs of women and girls
    3. Review/Develop and implement comprehensive disaster preparedness plans, ensuring all necessary resources, personnel, and systems are in place for timely and efficient response.
    4. Coordination: Collaborate with relevant government agencies, NGOs, and international organizations to ensure effective coordination of humanitarian efforts, resource allocation, and information sharing.
    5. Needs Assessment: Assess the immediate needs of affected populations, with a particular focus on vulnerable groups, and ensure their access to necessary aid and services.
    6. Reporting: Provide timely and accurate reports on the ongoing disaster response efforts to UNFPA headquarters, government partners, and other stakeholders.
    7. Integrating solutions to address the social determinants of SRH and GBV.
    8. Contextualizing in the Philippines the six UNFPA SP Accelerators in implementing UNFPA Philippines core business towards the achievement of its humanitarian strategic goals:
      1. Human rights-based and gender transformative approaches
      2. Innovation and digitalization
      3. Partnerships, South-South and triangular cooperation, and financing
      4. Data and evidence
      5. “Leaving no one behind” and “reaching the furthest behind first”
      6. Resilience and adaptation, and complementarity among development, humanitarian action and peace-responsive efforts
    9. Organizational improvements to deliver results
      1. Country Office Human Resources engagement
      2. Mobilizing resources
      3. Capacity Building: Support the capacity building of UNFPA staff, partners, and local communities in disaster preparedness and response.
      4. Systems improvement such as recruitment, procurement, and logistics management.
  3. Review, analyse and generate recommendations on key humanitarian approaches:
    1. Humanitarian Prepositioning, Anticipatory Action, Accountability to Affected Populations, IDPs, and Cash Working Group…
    2. Mainstream SRH and GBV into priority development initiatives related to climate change using government flagship programs as entry points such as: food security, education for all and poverty reduction.
    3. Review, analyse and generate recommendations on the implementation and results of the 2023 UNFPA Philippines Humanitarian work plans.
  4. Review, analyse and generate recommendations on UNFPA Philippines’ 2023 Minimum Preparedness Actions (MPA).
  5. Review, analyse and generate recommendations on strengthening the tracking of, acting, and reporting on results.
  6. Develop the end of engagement report
  7. Performs other tasks that maybe assigned by the senior management team. 

Duration and working schedule:

From 28 August to 31 December 2023.  This is a full-time consultancy and the individual is expected to work with the team from Monday to Friday. 

Place where services are to be delivered: UNFPA Country Office -  Mandaluyong

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

Monthly accomplishment report to be submitted at the end of each month detailing: a) Target Deliverables; b) Deliverables Achieved; and c) other Comments/Remarks

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

The monthly accomplishment report described above will be prepared by the Consultant, reviewed, and verified and approved by the Country Representative.

Supervisory arrangements: 

The HC Consultant will work under the direct supervision of the Country Representative. He/she will also work in coordination with the other Country Office technical and operations units.

Expected travel:

In the performance of the scope of work, the HC consultant may be requested to travel as the need arises.

Required expertise, qualifications and competencies, including language requirements:

Qualifications and Experience

Education:

Master’s Degree with five years relevant international experience described below; OR Bachelor’s Degree in Gender Studies, or related Health or Social Sciences Field with seven years of relevant international experience

  • Knowledge and Experience
  • Prior international experience on Gender/GBV work is required
  • Prior international experience in working with multiple government and non-government stakeholders on Gender/GBV issues
  • Prior experience on Quality Assurance is an advantage
  • Prior experience on developing, implementing and monitoring work plans is an advantage
