The Position:

Background:

UNFPA Philippines is seeking a qualified international consultant with expertise in gender-based violence (GBV) and a strong understanding of the local context and UNFPA Philippines programs. The objective is to develop a comprehensive GBV framework/strategy with concrete proposals for Resource Mobilization (ResMob). The strategy should encompass key aspects such as legislation, policy, services, data, and social norms change, emphasizing partnerships and resource mobilization.

Objectives: 

The primary objectives of the consultancy include:

  • Develop a comprehensive GBV framework/strategy tailored to the Philippines context and aligned with UNFPA programs.
  • Address all aspects of a comprehensive GBV strategy, including legislation, policy, services, data, and social norms change.
  • Emphasize the importance of strategic partnerships in the implementation of the GBV framework. 

Provide concrete proposals for Resource Mobilization to support the implementation of the GBV strategy.
