Purpose of consultancy:

 

The Philippines is one of the most disaster prone countries in the world. The country experiences various natural disasters which includes typhoons, volcanic eruptions and earthquakes - along with man-made disasters such as armed conflict. Evidence shows that humanitarian emergencies disproportionately affect those who are marginalized, women and young people - especially in their access to essential sexual and reproductive health services.

 

Addressing these needs and ensuring that women and young people are also protected from any form of gender-based violence requires effective, responsive and well-informed programming and policies during humanitarian emergencies. As such, one of the important roles of the UNFPA is to ensure that the data, and evidence is ready, available and usable to inform action of both the UN and also its government partners during such events.

 

In line with this, to be able to support the aforementioned result areas, the expertise of a Humanitarian Data Analyst is needed to support humanitarian data programming for both SRH and GBV, and support the implementation of data-related activities of the project.

 

Scope of work: (Description of services, activities, or outputs)

 

Under the supervision of the Head of Programme and Data Analyst for PD, the Data Analyst will carry out the following tasks:

  • Assist the Population and Development Team in the conduct of the data analytics needs of SRH and GBV response requirements;
  • In coordination with the assigned program officer, strategically work with various government and non-government organizations to advocate for the inclusion of SRH and GBV data in planning, responding and recovering during humanitarian emergencies;
  • Develop, implement and monitor a process for consolidating and analyzing data for humanitarian emergencies, in particular for BARMM.

 

 

 

  • Together with the Humanitarian Coordinator, prepare pre-, mid- and post-disaster data analytics reports during humanitarian emergencies
  • Build internal capacity within the country office in using GIS mapping especially for doing data analysis for humanitarian emergencies
  • Work with the PD Data Analyst in any data analytics work needed by the Philippine Country Office
  • Any other relevant activities/responsibilities relevant to the position as assigned by the Head of Programme/PD Data Analyst.

 

Duration and working schedule, fee basis:

 

The consultancy will be full-time and will take place over a period of 5 months commencing on 15 February 2021 until 15 July 2021.

 

Payment schedule will be at the end of each month and upon submission of the accomplishment report. Accomplishment reports will be submitted at the end of each month detailing: a) Target Deliverables; b) Deliverables Achieved, and c) other Comments/ Remarks.

 

The engagement will also include monthly reimbursable communications allowance.

Place where services are to be delivered:

Due to the pandemic and ongoing quarantines, the consultant will be home-based and will submit the deliverables to UNFPA Philippines CO

virtually.

 

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

 

Monthly accomplishment report to be submitted at the 30th of each month detailing: a) Target Deliverables; b) Deliverables Achieved; and

c) other Comments/Remarks

 

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

 

The monthly accomplishment report described above will be prepared by the Programme Assistant, reviewed and verified by the PD Data Analyst, and approved by the Head of Programme

 

Supervisory arrangement:

 

Under the overall direction and supervision of the National Programme Officer and Data Analyst for PD, the internal contacts shall include the Country Representative, the Assistant Representative, the Head of the

Cotabato Sub-Office, and the CO’s programme teams.

 

 

 

 

 

Expected travel:

Due to the COVID-19 pandemic and ongoing quarantine, the humanitarian data analyst will be home-based and will submit the deliverables to UNFPA Philippines CO virtually. Once quarantines is lifted, the humanitarian data analyst is expected to report to the Philippine Country Office in Manila, with Occasional Missions to the

Cotabato Office

 

Required expertise, qualifications and competencies, including language requirements:

 

Qualifications and Experience

 

Education:

Advanced degree in statistics, data science or any other relevant field of study, with two (2) years of relevant professional experience in research, or Bachelor’s degree in the fields mentioned above combined with four

(4) years of relevant professional experience in research

 

Knowledge and Experience:

  • With a good statistical or data science background
  • Substantive knowledge in Sexual and Reproductive Health and Rights, and/or Demography
  • Strong computer skills including proficiency with database software and data visualization software
    • Proficient in the use of STATA or SPSS
    • Proficient in the use of GIS
    • Ability to use R or Python is a plus
