Project Description
Under the 9th Country Programme and with the generous support of the Government of Japan, UNFPA is implementing the “Project for the Protection and Empowerment of Women for Addressing Women's Health Needs and Responding to Gender-based Violence in the Bangsamoro Autonomous Region in Muslim Mindanao” otherwise known as the BABAE (Babaeng Bangsamoro, Arkitekto ng at Ehemplo para sa Pagbabago) Project from 2024-2027. Specifically within the project’s results framework, this call for proposal endeavors to achieve Project Output 2: Quality and acceptable Sexual Reproductive Health and social protection services for women and girls in the Bangsamoro communities are available and accessible.
Expected Results
To contribute to Output 2 of the 9th Country Programme and deliver Output 2 of the BABAE project, the following activities shall be undertaken:
- Repair and Refurbishment of Birthing Facilities to Ensure Emergency Obstetric and Newborn Care (EmONC) Capacities
- Guided by the findings and recommendations of the facility needs assessment to be conducted by another implementing partner, develop and implement a repair and refurbishment plan for ten (10) identified health facilities in the SGA and Maguindanao del Sur, ensuring alignment with EmONC standards, to include provision for sustainable energy.
- Oversee and manage civil works and facility upgrades, including but not limited to:
- Structural repairs (e.g., roofing, flooring, walls, ventilation, and plumbing).
- Electrical and water system improvements to ensure consistent access to essential utilities.
- Upgrading delivery rooms and maternity wards to meet hygiene and safety standards.
- Installation or repair of sanitation facilities to support maternal and newborn health.
- Ensure that facility upgrades comply with national health facility standards and regulations, including infection prevention and control (IPC) measures.
- Coordinate with local health authorities and facility management to ensure proper maintenance plans are in place for sustainability.
- Conduct post-renovation inspections and quality assurance checks to confirm functionality and readiness for service delivery.
- Develop and submit a completion report detailing: before-and-after facility conditions, list of repairs and refurbishments completed, equipment and supplies procured and installed, recommendations for future sustainability and capacity strengthening.

Application Deadline
The deadline for submissions is on 30 May 2025, 17:00. Proposals received after the date and time may not be accepted for consideration.
Any requests for additional information must be addressed in writing before 21 May 2025 at the latest to royu@unfpa.org. UNFPA will post responses to queries or clarification requests by any NGO applicants who submitted before the deadline for submission of applications.
UNFPA shall notify applying organizations whether it is considered for further action.
