The Position:

The Programme Analyst analyses and assesses relevant political, social and economic trends, guiding and facilitating the formulation and delivery of UNFPA’s programmes. You will provide innovative technical knowledge and deliver substantive technical advice on current and emerging approaches in population data and policies to the Country Office, government and other stakeholders.  You will closely collaborate with other units of the UNFPA Country Office (CO) Strategy Development and Branding (SDB), National Strategy Execution (NSE),  Mindanao Strategy Execution (MSE), and Operations Support (OS) Teams.

You will report to the UNFPA Humanitarian-Development-Peacebuilding Nexus Programme Development Specialist, who will be the overall lead of the HDPN Programme Development Unit under the SDB Team.

Job Purpose:

Working within a large and complex Country Office (CO) environment, you will support the effective management of UNFPA activities in the areas of population and development, reproductive health and gender through: (i) generating innovative ideas and solutions based on evidence and researches to promote and achieve the Three Transformative Results Plus of UNFPA and the latter’s commitments under the Country Programme; (ii) substantive analysis and assessment of political, social and economic trends; (iii) contribution to project formulation and evaluation, joint programming initiatives and national development frameworks; (iv) contribution in building leadership and mobilizing stakeholders around the Demographic Dividend agenda by ensuring that population dynamics and demographic dividend concepts are well understood by the Government and integrated into national development planning; (v) fostering collaboration within the UNFPA units to improve the quality, relevance and usefulness of data/researches related to ICPD PoA and the achievement of UNFPA’s Three Transformative Results Plus (including Ending Adolescent Pregnancies); (vi) contributing to ensure alignment to the United Nations development system in support of the 2030 Agenda; and (vii) positioning UNFPA as an agency of choice on core ICPD/SDGs issues as stipulated in the SP 2022-25 with a good understanding of the mandate and institutional strength of UNFPA.

You would be responsible for: 

In collaboration with Government counterparts, NGOs and other partners, contributing to the formulation and design of the country programme and its component projects, aligning with Government priorities and UNFPA programme policies and procedures.

Contributing to the analysis and interpretation of the political, social and economic environment relevant to UNFPA activities, and identifying opportunities for UNFPA assistance and intervention. 

Analysing policy papers, strategy documents and national development plans; preparing briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.

Assessing implications of new policy developments and strategies on programme execution, and ensuring their integration.

Contributes to establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies to facilitate timely and efficient delivery of project inputs.

Assisting in implementing knowledge management strategies to capture lessons learned and best practices, sharing these with management for future planning supporting training needs of project personnel.

Supporting the advocacy and resource mobilization strategy of the CO, by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related meetings and public events.

Performing any other duties as requested by the UNFPA Representative.
