Purpose of consultancy

On 30 January 2020, the World Health Organization (WHO) declared the COVID-19 outbreak by the SARS-CoV-2 virus, a ‘Public Health Emergency of International Concern’. Later on 11 March, COVID-19 was declared a pandemic by WHO. Globally, as of 13 April 2020, there have been 1,776,867 confirmed cases of COVID-19, including 111,828 deaths spread to 213 countries and territories, reported to WHO. 

As of 29 July, there have been 85,486 confirmed cases, with fatalities at 1,962 in the Philippines. The National Government is leading the health sector response to the COVID-19 Outbreak, primarily through the Department of Health (DOH). Local Government Units (LGU) are mandated by the Local Government Code to provide, manage and maintain local health services. DOH is intensifying its health response efforts for identification of patients, strengthening laboratory testing capacity, treatment, personal hygiene communications, as well as procurement of personal protective equipment (PPE) etc. 

Because of the pandemic and the necessary quarantines, there have been disruptions in the essential services for women and young people. UNFPA Philippines Country Office (CO), therefore, has been providing ongoing support to the Philippines Government to ensure zero maternal deaths, zero unmet need for family planning and zero gender-based violence during the COVID-19 outbreak. In line with this effort, the Philippine CO has received assistance from HTF, funded by the G-HRP for SRH and GBV components of the Humanitarian Response Plan for COVID-19 focusing on three areas:

  • Uninterrupted life-saving essential health services for Sexual and Reproductive Health (SRH), Gender-Based Violence (GBV), and Mental Health and Psychosocial Support (MHPSS) amid COVID-19;
  • Evidence-based SRHR and GBV planning and coordination, and protection of health frontliners; and
  • Innovations in risk communications, community engagement, and mitigation of the social and economic impact of COVID-19 among women, young people and persons with disabilities (PWDs)

In line with this, to be able to support the aforementioned result areas, the expertise of a Humanitarian Data Analyst is needed to provide technical direction on the humanitarian data programming for both SRH and GBV, and support the implementation of data-related activities of the project.As such, a data analyst is sought to be hired for the duration of the HTF project.

In pursuance of the purpose of the consultancy, the consultant will be required to:

  • Support the humanitarian data programming of SRH and GBV related to the COVID-19 response; 
  • Assist the Population and Development Team in the conduct of the data analytics needs of SRH and GBV response requirements; 
  • In coordination with the assigned program officer, strategically work with various government and non-government organizations to advocate for the inclusion of SRH and GBV data in planning, responding and recovering from COVID-19;
  • Help in the preparation of the reports for the Humanitarian Trust Fund Project. In particular, in the collection,  analysis, and reporting of the needed data for the HTF reports.

  • Plan/Strategy for enhancing humanitarian data programming for SRH and GBV
  • Humanitarian Trust Fund Project Reports
  • Collate information and Data relevant to UNFPA’s humanitarian work and COVID-19

Duration and working schedule, fee basis:

The consultancy will involve 90 person-days spread over the period commencing on the 1st of Sept 2020 until the 31st of December 2020.

Qualifications and Experience

Education:

Advanced degree in statistics, data science or any other relevant field of study, with two (2) years of relevant professional experience in research 

OR

Bachelor’s degree in the fields mentioned above combined with four (4) years of relevant professional experience in research 

Knowledge and Experience:

  • With a good statistical or data science  background
  • Substantive knowledge in Sexual and Reproductive Health and Rights, and/or Demography
  • Strong computer skills including proficiency with database software and data visualization software
  • Proficient in the use of STATA
  • Ability to use R or Python is a plus
