Gender Unit

UNFPA Philippines Country Office (CO)

 

Purpose:

The Quality Assurance (QA) Consultant shall assist the UNFPA Philippines Country Office in its process of continuous self-reflection and critical thinking towards the achievement of its 8th Country Programme objectives. The QA Consultant shall work closely with the Gender Unit in analysing key UNFPA technical initiatives and in generating solutions, using a normative framework with which to assess interventions.

 

Scope of work:

 

(Description of services, activities, or outputs)

  • Develop, apply, and finalize with the UNFPA Gender Unit the normative QA framework to assess interventions carried out by implementing partners in the assigned UNFPA initiatives. Key elements shall include the following:
    • Relevance [e.g. is it responsive to government policies and priorities? Is it sensitive to the needs of women and girls? Is it responsive to the current context (e.g. COVID, disasters, etc.)? Is it responsive to the UNFPA’s priorities to the achievement of the 3 Zeros Plus?]]
    • Effectiveness (e.g. are the objectives and programmatic indicators being met?)
    • Efficiency (e.g.  are the financial indicators being met?)
    • Impact (e.g. what difference do we see in the lives of the beneficiaries?)
    • Sustainability (e.g. is there government ownership? Are there opportunities to scale-up initiatives towards gender equality?)
  • Analyse results of the QA process and generate solutions in the following UNFPA initiatives and others as requested by the CO:
    • HerVoice – online platform to improve access to Gender-Based Violence (GBV) information and services.
    • Women and Children Protection Units (WCPU) – expansion to areas with no established WCPUs.
    • Cash for Protection – cash-based assistance to assist GBV survivors access and complete case management.
    • Tracking Online Sexual Exploitation and Abuse (OSEA) – assisting the Commission on Human Rights (CHR) Gender Observatory track OSEA and recommend actions to implementing National Government Agencies.
  • Develop the end of engagement report
  • Performs other tasks that may be assigned by the Gender Analyst.

This is a full-time consultancy and the individual is expected to work with the team from Monday to Friday.

 

Place where services are to be delivered:

Duty Station: UNFPA Country Office, Mandaluyong City

 

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

Monthly accomplishment report to be submitted at the end of each month detailing: a) Target Deliverables; b) Deliverables Achieved; and c) other Comments/Remarks

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

The monthly accomplishment report described above will be prepared by the Consultant, reviewed, and verified and approved by the Gender Analyst.

 

Supervisory arrangements:

The QA Consultant will work under the overall supervision of the Country Representative and the direct supervision of the Gender Analyst. He/she will also work in coordination with the other Country Office technical and operations units.

Expected travel:

In the performance of the scope of work, the QA consultant may be requested to travel as the need arises.

Required expertise, qualifications and competencies, including language requirements:

The QA Consultant should possess the following qualifications and competencies:

 

Education:

  • Advance degree with at least two years of relevant experience working on gender and GBV in the Philippines as it is described below

OR

  • Bachelor’s Degree in Gender Studies, or related Health or Social Sciences Field with four years of relevant experience

Knowledge and Experience:

  • Prior experience working on Gender/GBV work is required
  • Prior experience in working with multiple government and non-government stakeholders on Gender/GBV issues
  • Prior experience on Quality Assurance is an advantage
  • Prior experience on developing, implementing and monitoring work plans is an advantage
  • Exceptional technical writing and ability to produce high quality reports, public information materials in English and Tagalog
