Phase 3 of Big Data Innovations Project: Improvement of the Web Scraping Tool and Machine Learning Model for Analysis of Awareness and Perception of Filipinos on Family Planning

Purpose of consultancy:


The United Nations Population Fund (UNFPA) Philippines Country Office (CO) has started an Innovation Project that focuses on the development of a scraping tool that will gather social media conversations of Filipinos about family planning and a machine learning (ML) algorithm that converts those conversations to insights.

The platform provides insights that will support government planners to collect far-reaching, disaggregated and real-time data on awareness and perception of Filipinos about family planning. Using appropriate keywords and filters, the system is currently trained through a series of iterations to identify levels of awareness and perception of Filipinos on family planning disaggregated across various demographic groups and by geographical (i.e. regional, provincial, municipal/city) segmentation.

In order to showcase the platform, UNFPA will hold an online webinar dedicated to presenting it to key stakeholders, UNFPA colleagues and government partners, highlighting its utility for Family Planning and Sexual & Reproductive Health policy and programme development.

In line with this, UNFPA seeks to hire a communications analyst to support the communications preparations for this online showcase event.

Scope of work: Description of services, activities, or outputs)

In pursuance of the purpose of the consultancy, the consultant will be required to:


  • Design an e-invite for the online showcase event, based on creative assets and branding guidelines provided by UNFPA
  • Design social media cards for pre-campaign leading to event day
  • Design E-Certificate templates
  • Submit designs needed for the online event (i.e. video crawlers, video frame, icons etc.)
  • Create social media cards and infographics about key demographics and sexual and reproductive health and rights data
  • Send out e-invites to the approved guest list by UNFPA.
  • Manage 100 RSVPs
  • Submit final list of confirmed participants to UNFPA before event day
  • Submit event day logistics plan for the event

Event Day and Post-Event

  • Event day supervision and coordination with communications firm
  • Send out e-certificates to attendees after the event
  • Collation of feedback from attendees.
  • Post-activity evaluation and technical report                                                                                                                             

Expected Outputs

Using Canva, Adobe Illustrator, Adobe Indesign, Adobe Spark, Adobe Premier, or any similar platform, the agency shall produce and submit editable digital files of invitations, designs and reports aligned with the key messages and brand guidelines of UNFPA in the Philippines. The digital files will have a minimum of 3 revisions before finalization.

Duration and working schedule, fee basis:

The consultancy will be part-time and will take place over a period of 20 days commencing on 15 February 2021 until 15 April 2021.

Payment shall be made upon submission of the accomplishment report. Accomplishment reports will be submitted at the end of each month detailing: a) Target Deliverables; b) Deliverables Achieved, and c) other Comments/ Remarks.

Payment schedule is as follows:

First payment (50%) – 28 February 2021

  • Upon delivery of e-invite, social media cards, e-certificate templates and online event designs
  •  Upon delivery of e-invites, RSVP management, final list of participants and event day logistics plan

Second payment (50%) – 15 April 2021, subject to satisfactory receipt of the final deliverables by UNFPA.

  • Event day supervision and coordination with communications firm
  • Completion of distribution of e-certificates to attendees after the event
  • Collation of feedback from attendees.
  • Post-activity evaluation and technical report

Place where services are to be delivered:

The consultant will be home-based and will submit the deliverables to UNFPA Philippines for the duration of the quarantine period. After the traffic restriction due to COVID-19 community quarantine is lifted, the consultant may be requested to be at the UNFPA country office for meetings and collaborative work once a week or as required.

Supervisory arrangement:

The project will be under the overall supervision of the UNFPA Assistant Country Representative, and the direct supervision of the UNFPA Communications Officer and the Big Data Innovations Project Manager. The agency may  work closely with the UNFPA Country Office (including Partnerships Analyst and thematic specialists/ teams) for centralized coordination and overall guidance.

Expected travel:

No travel will be required

Required expertise, qualifications and competencies, including language requirements:

Qualifications and Experience


  • Master’s degree in Communications, Graphic Design, Marketing, or any Relevant Course, with at least two (2) years previous experience; or
  • Bachelor’s degree in Communication Arts, Graphic Design, Marketing or any Relevant Course, with at least five (5) years previous experience

Knowledge and Experience:

  • Strong communications and graphic design background; preferably some experience in healthcare-related events;
  • Experience in event logistics and coordination;
  • Strong computer skills including proficiency with Word, Excel, Powerpoint;
  • Substantive knowledge in Sexual and Reproductive Health and Rights preferred;
  • Solid research management and data analysis experience;
  • Familiarity with UN policies and principles will be an advantage;
  • Attention to detail, strong analytical and strategic thinking, and a commitment to results;
  • Ability to organize work effectively and to meet planned deadlines;
  • Demonstrated ability to work harmoniously with persons of different backgrounds in a multicultural environment;
  • Familiarity with government planning processes and systems.

*per UNFPA’s policy on contracting IC (as of August 2017), the lack of an advanced degree may be off-set by a Bachelor’s degree plus two years of relevant experience.
