The Position:

Under the supervision of the Monitoring and Evaluation (M&E) Analyst for overall operational/implementation concerns and for the technical dimension of the analysis. In collaboration with the RH Team in terms of the administrative, contracting and logistical oversight of the consultancy. The Cost Effectiveness Analysis Consultant is primarily responsible to assess the Cash for Health projects in Cebu City, Catanduanes, NCR, Region IV-A and BARMM amid the COVID-19 pandemic and will support the project teams in determining the efficiency and effectiveness of the project interventions designed and implemented.

 

The UNFPA would like to evaluate whether the project is economically viable and sustainable through  economic and financial analysis. The study would also try to assess the project’s efficiency in comparison to similar efforts made towards achieving the same outcomes. Further, a substantial component of the project is to generate evidence and analyse in greater detail the cost-effectiveness relations towards the desired results, as well as to increasingly elaborate on the lessons learned for potential projects of this nature and scale up at the national level.

Job Purpose:

The Cost Effectiveness Analysis Consultant is the Focal Point  for the  development of the Cost-Effectiveness Analysis on the Cash for Health projects in key aforementioned sites. In addition, to understand its costs and sustainability, effectiveness and efficiency, direct, indirect and longer-term effects, and document the lessons learned for future replication, enhancements and/or scale-up.    

 

Scope of work:

  • Provision of statistical, econometric and financial analysis to support the works implemented in Cebu City, Catanduanes, NCR, Region IV-A and BARMM
  • Evaluate the risks, costs and progress towards achievement results to assist in establishing a defined project implementation analysis
  • Document the different implementation models and approaches adopted under the project and recommend, based on the data and evidence gathered, the most cost-effective approach/enhancements that will result in maximum benefits to the project
  • Recommend possible improvements and enhancements to the project monitoring and assessment systems to ensure the integration of an economic and financial analysis component
  • Develop and finalize the Cost Effectiveness Analysis Report for the project

Duration, working schedule, fee basis:  1 June - December 15,  2021  (renewal subject to availability of fund) and shall be paid the fees based on the delivery of the following outputs and corresponding tranches.

Delivery dates and how work will be delivered:

The Cost Effectiveness Analysis Consultant will be paid in four (4) tranches, as shown below:

  • Submission of an Inception Report that operationalizes the content of the TOR, including methodology, timeline or action plan, and outline of the Cost Effectiveness Analysis Report;
  • Submission and presentation of the Progress Report which contains status of the analysis, initial analysis.
  • Submission and presentation of the first draft of the Cost Effectiveness Analysis Report, its results and recommendations to the models implemented in Cebu City, Catanduanes, NCR, Region IV-A and BARMM; and
  • Submission and presentation of the Final version of the Cost Effectiveness AnalysisReport incorporating the feedback from UNFPA and other partners and stakeholders.

Place where services are to be delivered: With the COVID-19 pandemic, the Consultant will work remotely from her/his home. Coordination efforts will be done virtually.

Supervisory arrangements:

Under the supervision of Monitoring and Evaluation (M&E) Analyst in collaboration with the RH Team, the Individual Consultant is primarily responsible for coordinating the deliverables. Technical inputs and guidance will also be provided by the Humanitarian Unit and Population and Development (PD) Unit.

Expected travel: None (may be subjected to change if pandemic mobility restrictions improve)

Qualifications and Experience

Education: Advanced degree in health economics or any other relevant field of study with four (4) years of experienceOR Bachelor’s degree in the fields mentioned above combined with six (6) years of

relevant professional experience working in public health.

 

Knowledge and Experience:

  • At least two years working experience in conducting cost-effectiveness analysis, and other forms of economic evaluations is desirable
  • Work experience on maternal health services, including networking with maternal health providers, is a distinct advantage
  • Previous work experience on Sexual and Reproductive Health is an advantage

Languages: Fluency in Filipino and English; Knowledge in Cebuano is an advantage
