8^th Country Programme Evaluation Sexual Reproductive Health and Rights (SRHR) Expert (International Consultant)

Scope of work:

The UNFPA Headquarters-approved Terms of Reference (attached as Annex A) for UNFPA’s 8^th Country Programme Evaluation (CPE TOR) form the basis of the contractual relationship between UNFPA and the Evaluation Team and will govern the overall conduct of the evaluation exercise. Highlights of the services to be provided by the consultant are cited below while details are reflected in the CPE TOR.

Based on the CPE TOR, the SRHR expert will provide expertise on integrated sexual and reproductive health services, human rights of women and girls, maternal health, family planning, and HIV and other sexually transmitted infections.

S/he will contribute to the methodological design of the evaluation and take part in the data collection and analysis work, with overall responsibility of contributions to the evaluation deliverables in her/his thematic area of expertise. S/he will provide substantive inputs throughout the evaluation process by contributing to the development of the evaluation methodology, evaluation work plan and agenda for the field phase, participating in meetings with the UNFPA Philippines CO Evaluation Manager, UNFPA Philippines CO staff and the Evaluation Reference Group (ERG).

S/he will undertake a document review and conduct interviews and group discussions with stakeholders, as agreed with the evaluation team leader.

Duration and working schedule:

The SRHR Expert will be engaged from July 2022 to January 2023 for a total level of effort estimated at 50 person-days. The consultant is also expected to respond to questions relative to the evaluation for up to 3 months after the acceptance of the final report by the UNFPA.

Place where services are to be delivered:

UNFPA Philippines Country Office (Manila-based)

The SRHR expert is expected to be in regular contact with the UNFPA and other evaluation consultants through e-mail correspondence and scheduled online meetings during the remote stages. The consultant is also expected to be in-country during the major stages of the evaluation such as finalization of the design, data collection, data analysis, drafting of the reports and validation of results during an in-country dissemination workshop.

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

The SRHR expert is expected to provide inputs to the design report, debriefing presentation document, draft evaluation report, presentation of results during an in-country dissemination workshop, final report and an evaluation brief in his/her area of expertise following the specifications and timelines indicated in the CPE TOR.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

Payment of the fees will be based on the satisfactory delivery and UNFPA CO’s acceptance of outputs, as follows:

a. 20% Upon CO acceptance of the design report                                                                        

b. 20% Upon completion of the field data collection phase                                                        

c. 30% Upon submission of a draft final evaluation report of satisfactory quality    

d. 30% Upon approval of the evaluation report and the presentation of the results

Periodic updates on the progress of the CPE will be prepared by the Evaluation Team and reviewed by the UNFPA Philippines CO Evaluation Manager.

Supervisory arrangements:

The SRHR expert will be under the overall supervision and oversight of the UNFPA Country Representative, with direct supervision to be provided by the CO’s Evaluation Manager and the Evaluation Team Leader.

Expected travel:

The consultant is expected to be in the country during the major stages of the evaluation such as finalization of the design, data collection, data analysis, drafting of the reports, and validation of results during an in-country dissemination workshop.

Local travel is also expected for data collection and will be specified in the Design Report to be submitted by the Evaluation Team and agreed to by the UNFPA Philippines CO.

Based on the above, in addition to the daily fees, the evaluators will receive a daily subsistence allowance (DSA) in accordance with the UNFPA Duty Travel Policy, using applicable United Nations DSA rates for the place of mission. Travel costs will be settled separately from the consultancy fees.

Required expertise, qualifications and competencies, including language requirements:

Qualifications, Experience and Competencies of the Sexual Reproductive Health and Rights Expert (International Consultant)

• An advanced degree in public health, medicine, health economics and financing, epidemiology, biostatistics, social sciences or a related field.
• More than 15 years of international experience in conducting evaluations, reviews, assessments, research studies or M&E work in the field of development, including in humanitarian contexts.[1] 
• Advance knowledge of SRHR, including maternal health, family planning, and HIV and other sexually transmitted infections.
• Good knowledge of humanitarian strategies, policies, frameworks and international humanitarian law and humanitarian principles, as well as the international humanitarian architecture and coordination mechanisms in health.
• Work experience in/good knowledge of the region and the national development context of the Philippines (including its social, economic and cultural context), but should have had no involvement in the design and/or implementation of UNFPA-supported interventions during the period covered by the evaluation;
• Ability to ensure ethics and integrity of the evaluation process, including confidentiality and the principle of do no harm.
• Ability to consistently integrate human rights and gender perspectives, and disability inclusion in all phases of the evaluation process.
• Solid knowledge of evaluation approaches and methodology and demonstrated ability to apply both qualitative and quantitative data collection methods.
• Excellent analytical and problem-solving skills.
• Experience working with a multidisciplinary team of experts.
• Excellent interpersonal and communication skills (written and spoken).
• Familiarity with UNFPA or other United Nations organizations’ mandates and activities will be an advantage.

Fluent in written and spoken English.
