Purpose of consultancy:

8th Country Programme Evaluation Team Leader and Population Dynamics and Social Policy Expert (International Consultant)

 

Scope of work:

The UNFPA Headquarters-approved Terms of Reference (attached as Annex A) for UNFPA’s 8th Country Programme Evaluation (CPE TOR) form the basis of the contractual relationship between UNFPA and the Evaluation Team and will govern the overall conduct of the evaluation exercise. Highlights of the services to be provided by the consultant are cited below while details are reflected in the CPE TOR.

 

Based on the CPE TOR, the evaluation team leader will hold the overall responsibility for the design and implementation of the evaluation. S/he will be responsible for the production and timely submission of all expected deliverables in line with the ToR. S/he will lead and coordinate the work of the evaluation team and ensure the quality of all evaluation deliverables at all stages of the process.

 

In close collaboration with the other international and national thematic evaluators, she/he will lead the design of the evaluation, guide the methodology and application of the data collection instruments, and lead the consultations with stakeholders. At the reporting phase, she/he is responsible for putting together the draft evaluation report, based on inputs from other evaluation team members, and in finalizing the report based on inputs from the Evaluation Reference Group (ERG) and stakeholders.

 

To complement the assessment of the programme components, s/he will also assess the operational (e.g. financial, administration, procurement) and monitoring and evaluation systems of the CO in both regular development and humanitarian settings.

 

Beyond her/his responsibilities as team leader, the evaluation team leader will also serve as technical expert for population dynamics and social policy. The population dynamics expert will provide expertise on population and development issues, such as census, demographic structure, migration, the demographic dividend, and national statistical systems, and their interplay with and implications to broader social policy concerns (e.g. poverty reduction, social security/protection, social exclusion, justice, rural/urban development, decent work, etc.).

Duration and working schedule:

The Evaluation Team Leader and Population Dynamics/Social Policy Expert will be engaged from July 2022 to January 2023 for a total level of effort estimated at 60 person-days. The consultant is also expected to respond to questions relative to the evaluation for up to 3 months after the acceptance of the final report by the UNFPA Philippines CO.

UNFPA Philippines Country Office (Manila-based)

 

The Evaluation Team Leader and Population Dynamics/Social Policy Expert is expected to be in regular contact with the UNFPA and other evaluation consultants through e-mail correspondence and scheduled online meetings during the remote stages. The consultant is also expected to be in-country during the major stages of the evaluation such as finalization of the design, data collection, data analysis, drafting of the reports and validation of results during an in-country dissemination workshop.

 

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

The Evaluation Team Leader and Population Dynamics/Social Policy Expert is expected to deliver a design report, debriefing presentation document, draft evaluation report, presentation of results during an in-country dissemination workshop, final report and an evaluation brief following the specifications and timelines indicated in the CPE TOR.

 

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

Payment of the fees will be based on the satisfactory delivery and UNFPA CO’s acceptance of outputs, as follows:

 

a. Upon CO acceptance of the design report                                                             20%

b. Upon completion of the field data collection phase                                                20%

c. Upon submission of a draft final evaluation report of satisfactory quality             30%

d. Upon approval of the evaluation report and the presentation of the results       30%

 

Periodic updates on the progress of the CPE will be prepared by the Evaluation Team and reviewed by the UNFPA Philippines CO Evaluation Manager.

 

Supervisory arrangements:

The Evaluation Team Leader and Population Dynamics/Social Policy Expert will be under the overall supervision and oversight of the UNFPA Country Representative, with direct supervision to be provided by the CO’s Evaluation Manager.

 

Expected travel:

The consultant is expected to be in the country during the major stages of the evaluation such as finalization of the design, data collection, data analysis, drafting of the reports, and validation of results during an in-country dissemination workshop.

 

Local travel is also expected for data collection and will be specified in the Design Report to be submitted by the Evaluation Team and agreed to by the UNFPA Philippines CO.

 

Based on the above, in addition to the daily fees, the evaluators will receive a daily subsistence allowance (DSA) in accordance with the UNFPA Duty Travel Policy, using applicable United Nations DSA rates for the place of mission. Travel costs will be settled separately from the consultancy fees.

 

Required expertise, qualifications and competencies, including language requirements:

Qualifications, Experience and Competencies of the Evaluation Team Leader and Population Dynamics/Social Policy Expert (International Consultant)

  • An advanced degree in public health, social sciences, demography or population studies, development studies, political science, economics, statistics, programme management, monitoring and evaluation, or related fields;
  • More than 15 years of international experience in conducting or managing evaluations in the field of development, including in humanitarian contexts;
  • Extensive experience in leading complex evaluations commissioned by United Nations organizations and/or other international organizations and NGOs, and in leading multi-cultural, multi-disciplinary evaluation teams composed of thematic experts;[1] 
  • In-depth knowledge of theory-based evaluation approaches and ability to apply both qualitative and quantitative data collection methods and to uphold high quality standards for evaluation as defined by UNFPA and UNEG;
  • Demonstrated expertise and experience in Population Dynamics and in the analysis of their interplay with and implications to broader Social Policy issues (e.g. poverty reduction, social security/protection, social exclusion, justice, rural/urban development, decent work, etc.);
  • Substantive knowledge on the generation, analysis, dissemination and use of housing census and population data for development, population dynamics, migration and national statistics systems;
  • Good knowledge of humanitarian strategies, policies, frameworks and international humanitarian law and humanitarian principles, as well as the international humanitarian architecture and coordination mechanisms;
  • Work experience in/good knowledge of the region and the national development context of the Philippines (including its social, economic and cultural context), but should have had no involvement in the design and/or implementation of UNFPA-supported interventions during the period covered by the evaluation;
  • Ability to ensure ethics and integrity of the evaluation process, including confidentiality and the principle of do no harm;
  • Ability to consistently integrate human rights and gender perspectives, and disability inclusion in all phases of the evaluation process;
  • Excellent management and leadership skills to coordinate the work of the evaluation team, and strong ability to share technical evaluation skills and knowledge;
  • Ability to supervise a young and emerging evaluator, create an enabling environment for her/his meaningful participation in the work of the evaluation team, and provide guidance and support required to develop her/his capacity;
  • Excellent ability to analyze and synthesize large volumes of data and information from diverse sources;
  • Excellent interpersonal and communication skills (written and spoken);
  • Fluent in written and spoken English.
