UNFPA Philippines Country Office (CO)

 

Purpose:

The Gender Coordination (GC) Consultant shall assist the UNFPA Philippines Country Office in analysing its current Gender/GBV coordination mechanisms with government, non-government partners, and other key stakeholders in generating solutions to ensure the meeting of its 8th Country Programme objectives.

 

Scope of work:

 

(Description of services, activities, or outputs)

  • Map, analyse, and provide technical support to existing coordination mechanisms with the following key Gender partners:
    • Government (e.g. DSWD, PCW, CHR, etc.)
    • Gender Stakeholders (e.g. GBV sub-cluster, etc.)
    • Inter-United Nations coordination mechanisms (e.g. UN Gender Thematic Group, etc.)
    • Official Development Assistance - Gender and Development Network (ODA-GAD)
    • Development Partners (e.g. Australia, New Zealand, Canada, etc.)
    •  Other key stakeholders including in the BARMM region       
  • Establish and maintain an accountability framework (database) to promote gender equality and empowerment of women (it will be based on a regular reporting with respect to a set of indicators on coordination, programming and results) in line with UN-SWAP.
  • Based on the analysis, technical support to and engagement with stakeholders, the consultant will recommend strategic results to advance UNFPA CO programme objectives to promote gender equality (both short- and long-term) per coordination mechanism.
  • Generate solutions on how the Philippines Country Office can achieve the coordination strategic results.
  • Support UNFPA CO advocacy and policy efforts to accelerate the achievement of the 3 Zeros Plus and promote gender equality.
  • Generate, maintain, promote, and manage relations with various networks and stakeholders to ensure that the appropriate information and messages are reaching the target audience/public.
  • Develop the end of engagement report.
  • Performs other tasks that may be assigned by the Gender Analyst.

Duration, working schedule, fee basis (daily / weekly / monthly / lump sum / per deliverables)

Six (6) Months

This is a full-time consultancy and the individual is expected to work with the team from Monday to Friday.

 

Place where services are to be delivered:

Duty Station: UNFPA Country Office, Mandaluyong City

 

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

Monthly accomplishment report to be submitted at the end of each month detailing: a) Target Deliverables; b) Deliverables Achieved; and c) other Comments/Remarks

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

The monthly accomplishment report described above will be prepared by the Consultant, reviewed, and verified and approved by the Gender Analyst.

 

Supervisory arrangements:

The GC Consultant will work under the overall supervision of the Country Representative and the direct supervision of the Gender Analyst. He/she will also work in coordination with the other Country Office technical and operations units.

Expected travel:

In the performance of the scope of work, the GC consultant may be requested to travel as the need arises.

Required expertise, qualifications and competencies, including language requirements:

The GC Consultant should possess the following qualifications and competencies:

 

Education:

  • Advanced degree with at least two years relevant experience working on gender and GBV in the Philippines as it is described below

OR

  • Bachelor’s Degree in Gender Studies, or related Health or Social Sciences Field with four years of relevant experience

Knowledge and Experience:

  • Prior experience working on Gender/GBV work is required
  • Prior experience in working with multiple government and non-government stakeholders on Gender/GBV issues
  • Prior experience relevant to the advocacy and coordination of multiple stakeholders in areas of relevance for UNFPA’s mandate is an advantage
  • Prior experience on developing, implementing and monitoring work plans is an advantage
  • Exceptional technical writing and ability to produce high quality reports, public information materials in English and Tagalog
